The Hong Kong Safety Mark Scheme is a certification program managed by the Hong Kong Safety Institute (HKSI), a subsidiary established by The Hong Kong Standards and Testing Centre (HKSTC) in 1998.  The Mark is awarded to products which have passed the impartial tests based on relevant Hong Kong Safety Regulation and gives it immediate access to the Hong Kong market.  HKSTC provides testing, conformity assessment, certification, inspection and other related services in Hong Kong and China.

Product Services Limited (PSL) is a specialist in providing testing and/or certification consultancy services to clients who need to import their products to Hong Kong or export to foreign countries.

On 22 February 2010, HKSI and PSL signed a Partner Marketing Agreement in order to provide impartial, reliable and professional testing and certification services to manufacturers.  The partnership enables clients to receive more efficient and streamlined testing and certification services.

STC and PSL will together enhance the credibility of Hong Kong brands and shape Hong Kong as a city of product quality and safety.
